In order to achieve real-time tracking of container transportation and improve the quality of railway transportation services, the Ministry of Railways recently issued a notice to comprehensively strengthen the management of real-time tracking of container transportation. Existing container handling stations will be equipped with container tracking systems by September 30, 2006.
The notice states that container handling stations (excluding 1-ton containers) must use a unified tracking system software for the entire railway, and stations applying to operate container services must have container tracking conditions.
The container tracking system will collect all container loading and unloading vehicle inventory information except for 1-ton containers. After filling out the container loading and unloading list, each processing station will promptly input relevant information into the container tracking system on the same day to achieve real-time tracking of containers.
Container companies and railway bureaus should formulate management measures, establish work systems, strengthen the assessment of the matching rate, accuracy, and timeliness of loading and unloading information, and make this work a part of container transportation inspection and assessment. Administrative and economic means should be used to urge relevant units to improve their work and enhance the management level of railway container transportation.
Container companies and railway bureaus should quickly review the existing container handling station conditions, and provide handling suggestions for those that do not meet the conditions. The container companies should summarize and report to the Ministry of Transport Bureau before August 31st. The Ministry of Railways will implement suspension and rectification measures for units responsible for ineffective implementation.
