Dalian will vigorously promote the construction of a shipping center worth 8 billion yuan

On the 13th, Dalian held a conference on port, shipping, and customs clearance work. This year, Dalian will continue to vigorously promote the construction of shipping centers, and a number of important port infrastructure projects will be launched or completed. This year, Dalian's port and shipping port fixed asset plan will invest 8 billion yuan, add 9 new port berths, increase port throughput capacity of 15.52 million tons, port throughput of 242 million tons, and container throughput of 4.5 million TEUs. Dalian Deputy Mayor Dai Yulin attended the meeting and delivered a speech.

In terms of port infrastructure, Dalian City will fully launch the land relocation and new 300000 ton crude oil terminal project on the north bank of Dayaowan this year, accelerate the construction of the second and third phases of Dayaowan container terminals, Donggang District International Cruise Center and other operating facilities, and promote the preliminary work of the specialized deep water terminal construction on Changxing Island. The construction of public infrastructure such as waterways and breakwaters in the two core port areas of Dayaowan and Changxing Island has been basically completed. Implement the expansion and renovation of Changxing Island Railway, Dalian Bay Railway, and the construction of railway container center stations and other transportation systems.

According to the overall layout of "one center, six regions", Dalian City will accelerate the construction of inspection facilities at Dalian Bay, Dayaowan, Changxing Island, and Lushun New Port ports. We will ensure the commencement of the airport bonded logistics park and the airport phase III expansion project, and fully support the construction of land island terminals and small and medium-sized port stations.

In terms of airports, Dalian City will actively open up multiple domestic and international routes this year, taking advantage of China's gradual opening of air rights to Japan, South Korea, and Russia, striving to open routes to Nagasaki, Japan, Moscow, Russia, and restore routes to Jeju, South Korea; With the opening of the new terminal building at Beijing Airport, we will open up routes from Beijing to Europe and the Middle East; Adopt flight code sharing method and open up routes from Guangzhou to Southeast Asian countries. Continue to improve the construction of the "three major channels" of North South, Southwest, and Northwest in China, with a focus on increasing flight density in central hub cities and hotspot cities such as Beijing, Shanghai, and Guangzhou, building a regional aviation network centered on Dalian, and developing air tourism hotlines in Southwest, Northwest, and other areas. Complete the resumption of flights from Changhai Airport. Dalian Airport will also prepare for the Olympic alternate airport and Olympic torch relay airport.

Last year, the construction of Dalian Shipping Center was comprehensively promoted. In 2007, the port infrastructure investment was completed at 7 billion yuan, with 12 new production berths added and an annual throughput capacity increased by 14 million tons. After two years of arduous struggle, the three 50000 to 70000 ton berths in Changxing Island Public Port Area have been completed ahead of schedule for navigation, and the public waterway, rear yard, and harbor roads have been completed. The north breakwater project is rapidly advancing, and Dalian has a deep-water combination port on the Bohai coastline. The functions of Changxing Island port, loading and unloading storage and transportation, industrial logistics, etc. have been fully utilized, attracting international large enterprises such as STX from South Korea, Wanbang from Singapore, and COSCO to settle in Changxing Island, comprehensively promoting the construction of Liaoning's "Five Point One Line" coastal economic belt.

In addition, the construction of large-scale specialized berths such as the Dayaowan Phase II and Phase III projects and the Zhuanghe Power Plant wharf has been smoothly promoted. The reconstruction and expansion project of Dayaowan waterway has dredged a total of 4.62 million cubic meters, and the dredging project on the north bank has completed 14.65 million cubic meters. The main body of the north breakwater has been formed and is ready for protection. The Jinyao double track electrified railway has been fully opened, with an additional transportation capacity of 48 million tons for the Dayaowan Port Railway. The construction of the Dayaowan Railway Container Center Station has started, and the preliminary work for the Dalian Bay Railway Energy Upgrade and Changxing Island Railway Projects has been basically completed.

The construction of "big customs clearance" in Dalian has achieved significant results, and the efficiency of port clearance has been significantly improved. The import time of the container clearance process investigation sample is 7 hours and 40 minutes, and the export time is 6 hours and 10 minutes, which are reduced by 45% and 38% respectively compared to 2002.

At the meeting, the Dalian Municipal Government also signed a framework agreement to jointly build a harmonious port with Dalian Customs, Liaoning Entry Exit Inspection and Quarantine Bureau, Liaoning Maritime Safety Administration, Dalian Border Inspection General Station and other units.
